The Waters of the United States rule is not enforceable in 26 states, but it remains in place for Minnesota. “It doesn’t pass the southern Minnesota farmer common sense test,” said Minnesota Congressman Brad Finstad. “It’s a faceless, nameless bureaucrat that’s really dictating the terms of how they’re going to lrun their business and farm their farm.” Finstad said it is time to end “this back door through the regulatory process.”
