While the initial volley is bombastic, as a means of negotiating, Trump wants to make sure the Chinese government understands he’s serious. At the same time, he also understands people in rural America who support him strongly could be hurt by retaliation.” Cramer says that leads into the importance of a strong farm bill and safety nets to smooth off the otherwise very rocky road.
